Withdrawals and Refunds

Any student contemplating ­withdrawal from the university, for any reason, must contact the Office of the Registrar to begin the official withdrawal process.  It is important and strongly encouraged to meet with a financial aid representative about the financial aid implications of withdrawal as well. 

Refunds will be made according to the following criteria:

Federal Title IV Funds (Return to Title IV - R2T4): The Federal Higher Education Amendments of 1998 prescribe how schools must handle Title IV Federal Student Aid when students completely withdraw from school during a semester.  If a student withdraws from all courses prior to completing more than 60% of the semester then their aid is subject to being returned to Federal Student Aid programs according to the percentage of the semester the student was actually enrolled.  If a student completes more than 60% of the semester, they are considered to have earned 100% of their aid and will not be subject to a reduction of aid.  Earned aid is calculated by the number of days enrolled, divided by the total class days in the semester, times the total federal loans and grants received for that semester. Funds not “earned”, according to the formula, are required to be returned to Federal Student Aid programs, in the following order: Unsubsidized Loan, Subsidized Loan, Plus Loan, Pell Grant, and SEOG. The “earned” portion is to be used first to pay institutional charges for that semester and any excess funds will be given to the student to pay for other school related expenses. For students who are required to return Title IV aid in addition to the portion of aid the school is required to return, there is a 50% protection allowance on unearned Title IV student grants only. Loans would need to be repaid in full.

During the R2T4 process, institutional aid is also evaluated by Student Accounts for any necessary adjustments.  The tuition refund chart below determines how institutional aid is adjusted after a complete withdrawal.  Applicable institutional aid awarded will be reduced by the same percentage as your tuition refund.  For example, if you received a $5,000 scholarship/grant from MU and it is determined that you are entitled to a 75% refund of tuition, your institutional award(s) would be reduced by 75% to $1,250.  You only receive institutional aid for the time you were actually enrolled during a semester.

Students who do not officially withdraw from the university and finish the semester with a 0.00 GPA are subject to Federal Student Aid/institutional aid being reduced/returned according to the Return to Title IV policy.  A last date of academic related activity (LDAA) will be established and if the LDAA is determined to have been prior to the 60% point of the semester then aid will be returned/reduced accordingly.

Tuition and Fees Refund: Separate from the return of the Title IV funds discussed above is the schedule of refunds for tuition and fees and for room and board costs, which is set by Multnomah. It is possible that after the mandated return of federal Title IV funds process has been implemented, a student might have a balance due to Multnomah when the refund policy is computed.

**If a student has institutional aid, the aid will be adjusted at the same rate as the refund percentage.

Room and Board Refunds: Refunds for Room and Board (i.e. the charges for housing and meals) will be prorated by weeks remaining in the semester. Other fees may apply. Please refer to the housing contract for further details.

If a student withdraws or is expelled by the institution after completion of more than 60 percent of the training program, the institution is not required to refund the student any money and may charge the student the entire cost of the tuition agreed upon in the enrollment agreement.

If a refund is owed pursuant to subsection 1, the institution shall pay the refund to the person or entity who paid the tuition within 15 calendar days after the:

  1. Date of cancelation by the student of his or her enrollment;
  2. Date of termination by the institution of the enrollment of the student;
  3. Last day of an authorized leave of absence if a student fails to return after the period of authorized absence; or
  4. Last day of attendance of a student, whichever is applicable.

Students will receive a full tuition refund for any class that is cancelled by the school.

Books, course materials, equipment, and supplies for individual use are items not included in the policy for refund required by subsection 1 of NRS 394.4493, and a separate refund must be paid by the institution to the student if those items were not used by the student. Disputes must be resolved by the Administrator for refunds required by this subsection on a case-by-case basis.
